The West Windsor Parking Authority's Permit Parking Program offers regular commuters the opportunity to secure guaranteed parking spaces at the Princeton Junction Station. Parking permits are issued on a quarterly basis and are valid for the three month period specified on the permit. A permit holder is not assigned a specific parking space, but is assured a space within the designated permit parking area.
The Authority operates three separate permit parking facilities:
The first permit parking facility, owned and operated by the West Windsor Parking Authority, is located on the New York bound side of the tracks and is referred to as the Wallace Road permit lot. Parking permits for this lot are available to residents of West Windsor Township only. Patrons may apply for these permits only if they reside at a West Windsor Township address. The current rate is $100 per quarter.
The second permit parking facility, owned and operated by the West Windsor Parking Authority, is located on the Philadelphia bound side of the tracks and is referred to as the Vaughn Drive lot. Parking permits for this lot are available to residents of West Windsor Township only. Patrons may apply for these permits only if they reside at a West Windsor Township address. The current rate is $100 per quarter.
Wallace Road permit holders who give up Township residency must forfeit their parking permits, and they will be transferred into the Alexander Road permit lot at the beginning of the new quarter. Vaughn Drive lot permit holders who give up Township residency will not be automatically transferred, but will remain on the Alexander Road list if not previously notified.
The third permit parking facility, owned by the New Jersey Transit and operated by the Authority, is located on the Philadelphia bound side of the tracks and is referred to as the Alexander Road permit lot. Parking Permits for this lot are available to all applicants at the current rate of $165 per quarter.
Alexander Road permit holders who move into West Windsor Township may retain their Alexander Road permits and assume a position at the bottom of the Wallace Road waiting list.
1. Parking permits shall be used only the original applicant and shall not be loaned to, transferred to, used by or sent in care of another individual.
2. Parking Permit Hang Tags must be displayed on the rear view mirror at all times.
3. Parking permits are valid only for the three month calendar period specified on the permit.
4. Motor vehicles must park between lines in designated parking stalls only.
5. Permit holders wishing to list a new vehicle for permit use must provide the Authority a photocopy of the registration for the vehicle, confirming that it is registered to the permit holder or to a spouse and/or dependent children living in the same household.
6. A parking permit is valid only in the lot for which it is specifically designated. (Either the Wallace Road lot, Vaughn Drive lot or the Alexander Road lot.)
7. Parking permits are valid only for vehicles properly registered with the Authority.
8. Permit holders must report any changes of address, vehicle registration, and license plat number to the Authority immediately to avoid incurring violations and jeopardizing permit parking privileges, and shall cooperate with the Authority in keeping records up to date.
9. Leased or company vehicles may be registered only if supporting documentation is presented to the Authority verifying that the vehicle is specifically assigned for the permit holder's use.
10. Permit holders may use parking permits in borrowed or rental vehicles for a maximum of two (2) weeks, provided that the temporary vehicle is registered with the Authority in advance. The parking permit must be displayed at all times in the temporary vehicle.
11. In the event of an emergency situation in which advance registration is not possible, the use of an emergency vehicle shall be allowed. However, it is the permit holder's responsibility to register the emergency vehicle with the Authority no later than 9:00 AM on the day of use.
12. Lost parking permits must be reported to the Authority immediately. Replacement permits shall be issued by the Authority at a cost to the permit holder of $30.00.
13. Stolen parking permits must be reported to the police department responsible for the municipality in which the theft occurs. Replacement permits shall be issued by the Authority free of charge upon receipt of a copy of the Police Report.
14. Parking permits can not be used for motorcycles or other open vehicles in which permits can not be securely displayed, or for oversized vehicles extending beyond the designated parking stall into traffic lanes.
15. The Applicant in whose name a permit is issued shall be fully responsible for all violations incurred in conjunction with any improper use of the permit.
Infractions
1. Vehicles using parking facilities operated by the West Windsor Parking Authority are subject to all applicable state and local ordinances, specifically including West Windsor Township Ordinance, Chapter VIII, Section 8-1.
2. Permits used in vehicles not properly registered with the Authority shall be subject to permanent confiscation, and unregistered vehicles shall be subject to fine and/or towing at owner's expense.
3. Late Payments. Late payments received prior to the end of the quarter shall result in the following penalties:
First Offense: A late fee of $50 for Wallace Road and Vaughn Drive Lot permit holders and $60 for Alexander Road permit holders shall be required to maintain uninterrupted permit parking privileges. The new permit may not be issued until the late fee is received by the Authority.
Second Offense: Second offenders shall be subject to a three (3) month suspension of their permit parking privileges, and their payments will be applied to the next quarter.
Third Offense: Third offenders shall be dropped from the Permit Parking Program and may reapply for the waiting list.
Payments received after the conclusion of the quarter will not be accepted by the Authority and will be returned. The permit will be considered "non-renewed" and will be reissued to the next eligible applicant.
4. Patrons wishing to voice concerns or appeal any of the Rules and Regulations for Permit Use may do so in writing or appear before the West Windsor Parking Authority Board at its regularly scheduled meetings held on the second Tuesday of each month at 8:00 PM in the West Windsor parking Authority Office, 14 Washington Park, Bldg. #6, Princeton Junction, NJ 08560. email: info@westwindsorpa.com2. A $5.00 application fee is required of all applicants, which will be applied to the cost of notification via certified mail when a permit becomes available.
3. Properly completed applications are processed in the order received, and applicants are placed on a numbered waiting list. When a permit becomes available, it is offered to the next eligible applicant from the waiting list.
4. It is the obligation of the applicant to notify the Authority of any changes of name, address and/or telephone number to ensure timely notification of permit eligibility.
5. The Authority encourages all applicants to check with the Authority periodically to determine their status on the waiting list.
6. Full payment must be received by the Authority within two weeks of notification, or the Authority will assume that the permit is no longer desired and offer it to the next eligible applicant. (Applicants failing to respond to this notification who wish to obtain a parking permit in the future must reapply and assume a position at the bottom of the waiting list.)
7. Accompanying full and timely payment, the applicant must provide to the Authority photocopies of all registrations for all vehicles registered for use. Only vehicles registered to the permit holder or to a spouse and/or dependent children living in the same household will be honored for permit use.
8. Upon receipt of timely payment, the Authority will forward the parking permit by mail to the permit holder's address.
1. Approximately 30 days prior to the start of the new quarter, the Authority mails renewal invoices to all current permit holders. This invoicing serves only as a reminder, and it is the permit holder's responsibility to forward full and timely payment for the coming quarter to the Authority no later than the 15th of the month preceding the new quarter.
2. When payments are received and processed by the Authority, parking permits for the new quarter are forwarded by mail to permit holders.
3. Patrons who have not received their parking permits must contact the Authority within two weeks after the start of the new quarter to request a replacement permit at no cost. Patrons contacting the Authority thereafter shall be charged a $30 permit replacement fee.
4. The Authority will accept payment in advance to ensure uninterrupted permit parking privileges.
